As of January 1, 2000 all vehicle title service transactions performed at the Harris
County Tax Office must be in accordance with Texas House Bill 3521. House Bill 3521 is
also known as the Blando Act. The Blando Act refers to any company or individual that for
compensation directly or indirectly assists other persons in obtaining vehicle
title documents by submitting, transmitting, or sending applications for vehicle
title documents to the appropriate government agency.
